Sir,

Foreign Office, November 24, 1908. WITH reference to the letter from this Department of the 5th August last, I am directed by Secretary Sir E. Grey to transmit to you, to be laid before the Army Council, a copy of a despatch from His Majesty's Minister at Peking in regard to the date for the evacuation of North China by British troops.*

Owing to the death of the Emperor and Empress-Dowager, the situation has entirely changed since the date of the despatch; and it appears to Sir E. Grey that in any case recent events render it more than ever desirable to maintain the decision arrived at already to await the arrival of Tong Shao-yi before considering the matter further.
